The legal reason: Pursuant to Article 89 Clause 1 point 2 of the Public Procurement Law: The awarding entity shall reject a tender, if: (…)its content is inconsistent with the specification of essential terms of contract, (…).

The actual reason: The Orderer required the deliveries of the device in the deadline not longer than 2 weeks from the date of the inclusion of the contract, however The Contractors offered the delivery in the deadline 3-6 weeks from the date of the inclusion of the contract.
