Presentation of certification body

Oil and Gas Institute located in Krakow – Poland at 25A Lubicz street,
acts on the basis of:

  • Act of 25th July 1985 concerning scientific research facilities (Journal of Laws - Dz. U. No 33 of 2001, item 388 with later amendments),

  • Regulation No. 75 of the President of the Council of Ministers of 31st December 1975 on a fusion of Oil Institute with Gas Institute into Oil and Gas Institute (Polish Monitor - MP of 1976, No. 1, item 2),

  • Regulation of Minister of Economy, Labour and Social Policy of 27th January 2004 on reorganisation of Oil and Gas Institute in Krakow (Journal of Laws - Dz. U. No 14 of 2004, item 123),

  • Regulation of Minister of Economy of 3rd October 2007 on fusion of the Prof. Stanisław Piłat Oil Technology  Institute in Krakow with Oil and Gas Institute in Krakow (Journal of Laws - Dz. U. of 2007,  No. 196, item 1419).

  • The authorities of Institute are:
    –     Director – executive and managing authority
    –     Scientific Council – consultative and establishing authority.

Institute is prepared substantially and technically to carry out research and scientific activity within the following scope:

  • prospecting, reclaiming, using and exploitations of carbohydrates deposits,

  • storage, transfer and using of gases,

  • environmental protection of air, water and soil.

The activities conducted by all other units and departments of Institute do not affect the confidentiality, objectivity and impartiality of the certification body activities. Institute:

  • does not offer and does not design the products that certifies,

  • does not offer and does not deliver the services, that certifies,

  • does not offer any consultant services for obtaining and maintaining certification,

  • does not offer or provide internal audits to its certified clients,
  • does not offer or provide the services connected with designing, implementing and maintaining of quality management systems (including training providing company-specific solutions),

  • does not deliver any other products or services, which offering might pose an unacceptable threat to confidentiality, impartiality or objectivity of certification processes and the process of decision-making,

  • does not provide certification, when the relationship between the client and Institute poses an unacceptable thread to impartiality,

  • does not certify the quality management system of client, when the relationship between the Institute and organisation providing consultancy services for this client quality management system poses an unacceptable thread to the impartiality,

  • does not certify the activities of other certification body for its management system certification activities,

  • responses for any threat to impartiality.

Institute has an insurance policy for testing and certification of products and quality management systems.

Institute has got the professional testing laboratories, that provide scientific and research testing of processes and appliances designated for: transportation of gas, regulation of its physical and chemical parameters, gas burning, metrology and also for environmental protection of soil, water and air. Accredited laboratories that carries out the tests for certification purposes are the part of Testing Laboratories of Gas Grids, Utilities and Appliances.

Office for Certification of Products had been established within Oil and Gas Institute in Krakow on 4th October 1993 in order to carry out certification of gas appliances of common use. In 1993 the Office had obtained certificate of accreditation no. 10/C-1/93/1 issued by Central Office for the Quality of Products -Centralne Biuro Jako¶ci Wyrobów (at present: Polish Centre for Accreditation PCA) that entitled to conduct certification for safety mark. At present we have accreditation issued by PCA in 2001 under the number AC 010. This certificates entitles us to carry out obligatory and also voluntary certification of gas appliances.

Since 1st May 2004 Institute is a notified body registered under the number of 1450 for the following directives:

  • 2006/95/EC introduced into Polish Law by the Regulation of Minister of Economy of 21st August 2007 on essential requirements on essential requirements for electrical equipment (Journal of Laws - Dz. U. No. 155, item 1089) within the scope of electric and gas-electric hobs and cookers, and hoods;
  • 90/396/EEC (replaced by 2009/142/EC) introduced into Polish Law by the Regulation of Minister of Economy of 21st December 2005 on essential requirements for appliances burning gaseous fuels (Journal of Laws - Dz. U. No. 263, item 2201) - full scope;
  • 92/42/EEC, introduced into Polish Law by the Regulation of Minister of Economy and Labour of 20th October 2005 on essential requirements concerning energy efficiency of new hot-water boilers burning gaseous and liquid fuels (Journal of Laws - Dz. U. No. 218, item 1846) - full scope;
  • 97/23/EEC, introduced into Polish Law by the Regulation of Minister of Economy of 21st December 2005 on essential requirements for pressure equipment (Journal of Laws - Dz. U. No. 263, item 2200), - III category;
  • 89/106/EEC, introduced into Polish Law by the Act of 16th April 2004 concerning construction products (Journal of Laws - Dz. U. No. 92, item 881);
  • 2004/22/EC, introduced into Polish Law by the Regulation of Minister of Economy of 18th December 2006 on essential requirements for measuring instruments (Journal of Laws - Dz. U. of 2007 No. 3, item 27) - gas-meters;

The institute is a notified body, which entitles it to carry out conformity assessment procedures according to above Regulations within the scope of accreditation issued by Polish Accreditation Centre.

In November 2004 Certification Office has obtained the certificate of accreditation No. AC 116 as body conducting quality management systems certification.

 

 

 

 

 

 

Certification Office Quality Policy

Quality policy concerning certification of products and quality management systems is focused on ensuring the reliability and impartiality of certification activities. It is realised according to rules defined by Management book on the basis of PN-EN 45011:2000 and PN-EN ISO/IEC 17021:2007 requirements.

The main purposes of quality policy are:

  • To fulfill the expectations and to satisfy our clients by reliable and diligent performance of tasks by competent personnel in possibly shortest time,

  • Competent Institute’s actions as notified body providing products conformity assessment systems with essential and detailed requirements,

  • Continuous win over new clients offering them an added value within the scope of carried out conformity assessment that may cause the strengthening of their position on the market,

  • Continuous extension of the field of actions within the scope of conformity assessment for the products and quality managements systems.

We understand the meaning of impartiality in providing certification activities, we manage conflicts of interests and we ensure the objectivity of our managements system certification activities.

The services that we provide are available for all the clients. We treat our clients equally. We don’t make any unjustified financial or other requests towards our clients.

We declare continuous analysis of implemented management system and its continuous improvement following the standards: PN-EN 45011:2000 and PN-EN ISO/IEC 17021:2007.

From our side we ensure, that quality policy presented in our management book and carried out by the Institute is comprehensible, implemented and continuously maintained on all the levels of organisation.

At the same time we declare that, certification body managed by us:

  • is impartial and independent and acts as third party;

  • does not provide any management system consulting services;

  • has no relationship with any body providing quality management system consultancy services, that may create a threat to impartiality;

  • does not provide training services (consultancy) providing company-specific solutions that may create a threat to impartiality and independency;

  • has identified and analysed all the possibilities for conflict of interests arising from provision of certification including any conflicts arising from its relationships.
